Entry-level support to help you stay safe, well and independent at home

The Commonwealth Home Support Programme (CHSP) provides entry-level support for older people who are mostly independent but would benefit from some help to continue living safely at home.

CHSP is designed for people who don’t need intensive or high-level services, but who may need support in a few areas of daily life. Some participants receive only one service, while others may access several different types depending on their needs – but the overall level of support is still lower than under the Support at Home program.

What CHSP can help with

CHSP offers a wide range of practical, social and health-related services, including:

  • Cleaning and household assistance.

  • Personal care (showering, dressing, grooming).

  • Social groups, activities and community connections.

  • Gardening, basic repairs and home maintenance.

  • Meals and meal preparation.

  • Transport to appointments or shopping.

  • Allied health services (e.g. physio, OT, podiatry).

  • Respite services to give carers a break.

A national contribution system

CHSP uses a nationally consistent contribution framework, introduced by the Australian Government to make fees fair and predictable. 

This means:

  • Providers charge contribution within a government-set pricing range.
  • Fees must be reasonable and transparent.
  • No one is denied services because they cannot afford to contribute.
  • Financial hardship arrangements are available if needed.

Each provider sets their exact contribution amounts within this national framework, but all follow the same rules.

A focus on wellness and reablement

A key feature of CHSP is its Wellness and Reablement approach. This means services are designed to:

  • Build confidence and skills.
  • Maintain or improve your independence.
  • Help you continue doing things that are important to you.
  • Support your strengths, rather than replacing what you can still do.
  • Reduce your future need for services wherever possible.

For example, instead of a worker doing all the tasks for you, they may work with you. For instance, a support worker might encourage you to dust the lower shelves (a safe task that keeps you moving and active) while they vacuum or mop the floors. This approach helps you stay strong, confident and involved in your own care rather than slowly losing ability because someone else is doing everything for you!
